If your car has been running rich for awhile (low MPG, excessive black soot under rear bumper), chances are the O2 sensors will need either cleaned or replaced.

Consider replacing your oxygen (O2) sensors.

You will also get the most consistency when tuning by leaving your MAF sensor stock, unported, with the screen intact. Over time, dust and grit builds up on the filaments, which decreases sensor accuracy and leads to a rich combustion.

If using a MAF sensor, gently clean its filaments with a cotton swab dipped in rubbing alcohol.

Make sure all parts of the electrical and sensor system are in good condition, including: spark plugs, plug and coil wires, coil, distributor (Opti-Spark for the LT1), ignition module, throttle position sensor (TPS) and IAC valve.

Consider replacing your fuel filter, and verify your fuel pump is in good working order. After doing so, check your fuel injectors, that they are all flowing freely (not clogged/dirty) and are not pulsing intermittently.

Run some engine cleaner through your fuel tank, throttle body and intake manifold (brake booster hose is a good entry for that).

It's important to be sure that your vehicle and engine are mechanically sound before you begin tuning. However, it does not have definition file for OBDII cars ('96-'02), so you will only be able to tune '93-'95s. There is no VIN or individual PCM restriction with TunerCat, so you can tune multiple cars and/or PCMs without having to pay any additional fees. But without a laptop, you'll have no way to log your car while it is out on the road (necessary for real-life engine load and thus accurate spark timing & knock feedback). Of course, you'll also need a computer to run the program! A laptop is ideal, but not necessary if you can put a desktop & monitor close to your car's parking spot.

96-97 LT1/97-05 LS1: ECMPro Scan + enhanced GM diagnostics - for data-logging OBDII vehicles, will work only with the Jet DST or CATS OBDII Tuner kits.

90-95 TPI/LT1: VEMaster for '94-'95 LT1s / VEMaster for '90-'93 TPIs/LT1s - for easy automatic tuning of VE tables.

85-88 TBI: WinALDL - for older non-DataMaster-supported ECMs, not very user-friendly.

85-95 TBI/TPI/LT1: TunerPro RT - it's free and highly configurable and will even edit tune files as well as read/flash chips! You'll need the appopriate XDF for your PCM type get Steve Haslin's wonderful $EE (94-95 LT1) XDF!.However, it has major compatibility issues with Windows Vista and higher.

92-95 LT1: FreeScan, as it is, like its name implies, free! It will save the log in the common CSV format, which can be imported into spreadsheet software or viewed with a simple text editor.

92-95 LT1 & 87-92 F-Body/Corvette TBI/TPI: DataMaster, which is not free ($119), but is user-friendly and complete in its log viewing (its trial version does include 20 free logs).94-95 LT1: EEHack - free, reads/writes PCMs as well as data-logs and highly analyzes the logs, and even allows for some real-time fueling and timing changes!.Third, get a logging program, that will allow you to see how your car is running. All together, you're looking at a starting price of at least $150, not counting the computer.ДЇor 96+ LT1/LS1 PCMs, you must purchase another program originally made by TunerCat and now sold by JET, the Dynamic Spectrum Tuner (DST), which is much more expensive ($300+) and is locked to a limited number of VINs ( Amazon usually has the best price). If you have a '93, you'll also need a memory adapter to piggyback new chips onto your existing PCM ($35), a chip burner/eraser ($85) and blank chips ($5), as their PCMs are not flashed based. For a '94, you'll need the 12-pin connector for a '95, you'll need the 16-pin OBDII-style connector, but it's still OBDI protocol. These can be bought from OBD Diagnostics, Inc. Second, you'll need the appropriate cable connector to go from your car to a computer.

Your other (free) option is to use EEHack for flashing and data-logging, and TunerPro RT plus the appropriate XDF (EE or DA2/3) for your PCM to do the tune editing. You'll also need an additional PCM file: $EE for the '94-'95 LT1/L99 $DA3 for the '93 LT1 F-Body or $DA2 for the '92-'93 Y-Body (Corvette), which will cost you an additional $19.95 from TunerCat. It is a great program, also known as Computer Automotive Tuning Systems (C.A.T.S.), which allows the above things to be done, all for only $69.95. TunerCat is your first step, the program I recommend to read your current PCM image, change its contents, and then reupload it to your PCM.
